The US military has confirmed the death of an American service member in eastern Afghanistan, bringing the number of American troops killed in Afghanistan in the long-running conflict to 2,000.

The international coalition in Afghanistan said earlier that one of its service members was killed in a suspected insider attack by Afghan forces.

A US official said that the dead service member was American.

The number of American dead reflects an Associated Press count of those members of the armed services killed inside Afghanistan since the US-led invasion on October 7 2001.

At least two Afghan soldiers were also killed in the attack at an Afghan army checkpoint in Wardak province, said Shahidullah Shahid, a provincial government spokesman.

An Afghan soldier turned his gun on the Americans and started shooting, Mr Shahid said. He said the checkpoint was in Sayd Abad district, just outside a joint US-Afghan base.

"Initial reports indicate that a misunderstanding happened between Afghan army soldiers and American soldiers," Mr Shahid said. He said investigators had been sent to the site.

An Afghan military spokesman declined to comment.

Afghan soldiers and policemen - or militants in their uniforms - have gunned down more than 50 foreign troops so far this year, eroding the trust between coalition forces and their Afghan partners.

An equal number of Afghan policemen and soldiers also died in these attacks, giving them reason as well to be suspicious of possible infiltrators within their ranks.

The disks of galaxies are mainly composed of gas, dust and stars. There is evidence of dust over the galactic plane, visible as dark intricate filaments that block the visible light from the core of the galaxy. In addition, recent studies suggest that this galaxy may have a bar structure. Galactic bars are thought to act as a mechanism that channels gas from the spiral arms to the center, enhancing star formation, which is typically more pronounced in the spiral arms than in the bulge of the galaxy.

Germany's Steinbrueck urges SPD unity to oust Merkel

MUENSTER, Germany (Reuters) - Peer Steinbrueck, the man chosen to lead Germany's opposition Social Democrats into an election next year as its candidate for chancellor, called for party unity on Saturday, saying it would otherwise be difficult to unseat Chancellor Angela Merkel.

Steinbrueck, a feisty former finance minister distrusted by Social Democrat (SPD) leftwingers for his centrist economic views, also repeated his opposition to serving under Merkel, a conservative, in a future coalition government.

"This federal election can only be won with the mobilization of our supporters ... Unity is important," Steinbrueck told a party rally in Muenster in the western region of North-Rhine Westphalia, where he once served as state premier.

"An SPD candidate for chancellor must reach 62 million voters," he added, signaling a pitch for the middle ground where he hopes to lure supporters of Merkel's conservatives.

In power since 2005 and buoyed by her calm and resolute handling of the three-year-old euro debt crisis, Merkel enjoys higher approval ratings than Steinbrueck, while opinion polls put her party comfortably ahead of the SPD.

A snap poll conducted by ARD-DeutschlandTrends on Friday showed Merkel had 50 percent personal backing against 36 percent for Steinbrueck. Poll participants considered Merkel more likeable and credible than Steinbrueck and also more likely to overcome the euro crisis.

But 58 percent of respondents also thought that Steinbrueck, who was named as the SPD's "chancellor candidate" on Friday, would be a good candidate for his party and he was considered stronger on the theme of social justice than Merkel.

Despite their lead in the polls, Merkel's conservatives may struggle to form a government if their current coalition ally, the liberal Free Democrats, do badly in the 2013 election. She may then have to consider a coalition with the SPD like the one she led in 2005-09 when Steinbrueck ran the finance ministry.

On Saturday, Steinbrueck repeated his preference for a coalition with the Greens and his unwillingness to cut a deal with Merkel.

"I will not be won over to (serve in) a Merkel cabinet ... We want to throw out all three from this government," he said, referring to Merkel's Christian Democrats, their Bavaria-based sister party the Christian Social Union and the FDP.

To loud applause, Steinbrueck reaffirmed his plans for tighter regulation of the financial markets and also called for a legal minimum wage and increased spending on education.

Known for his acerbic wit, Steinbrueck emerged as the SPD's candidate after two other contenders, party chairman Sigmar Gabriel and former foreign minister Frank-Walter Steinmeier, stepped aside.

Saturday's newspapers said the choice of the combative Steinbrueck would make for a much more interesting election.

"On the one side stands the controlled and composed chancellor who seems to get on top of every crisis and is trusted by the Germans," said the best-selling Bild tabloid.

"And on the other is the passionate, rough-edged but also often thin-skinned Steinbrueck ... He will give everything for victory, without any Plan B, without a safety net for himself. If he loses that could be politically the end for him. That deserves respect. This time Germans will have a real choice."

San Francisco ? The Department of Homeland Security is planning to issue a policy memo stating that illegal immigrants with American same-sex partners are eligible to have their deportations put on hold under a federal program designed to focus resources away from low-priority cases.

The move had been sought by gay rights activists and their allies in Congress before Homeland Security Secretary Janet Napolitano announced plans for the policy Thursday in a letter to 84 Democratic lawmakers.

"It will mark the very first time that lesbian and gay couples have been recognized within immigration policy for relief," said Steve Ralls, the spokesman for Immigration Equality, an advocacy group for gay, lesbian, bisexual and transgender immigrants.

The Democratic lawmakers addressed in Napolitano?s letter pressed the agency to inform Immigration and Customs Enforcement field offices that bi-national gay couples in long-term relationships have family ties that should be considered as grounds for deferring a foreign citizen?s removal from the U.S.

"I have directed ICE to disseminate written guidance to the field that the interpretation of the phrase ?family relationships? includes long-term, same-sex partners," Napolitano wrote, adding that the decision to grant reprieves still would be considered on a case-by-case basis.

The instructions do not mean that foreigners who are married to Americans of the same sex will be eligible for green cards or citizenship, as are immigrants with opposite sex spouses. The Obama administration is continuing to enforce a 1996 law that prohibits the government from recognizing same-sex marriages, even as it opposes it in court and takes gay relationships into account when evaluating deportation cases.

The Williams Institute, a think tank, estimates that as of 2010 there were about 29,000 same-sex couples nationwide comprised of a U.S. citizen and a citizen of another country.

The policy guidance expected to go out next week will reference a memo ICE Director John Morton issued last year advising the agency?s officers and lawyers to review pending deportation cases to determine which ones should be top priority and which ones might be shelved, Napolitano said.

Government attorneys weigh factors such as a person?s criminal record, family ties and community relations in making their decisions.

ICE officials said at the time that long-term same-sex relationships could be included under the family ties criteria, but advocates and House Democrats led by Minority Leader Nancy Pelosi wanted that determination put into writing.

New clues about ancient water cycles shed light on US deserts

The deserts of Utah and Nevada have not always been dry. Between 14,000 and 20,000 years ago, when large ice caps covered Canada during the last glacial cooling, valleys throughout the desert southwest filled with water to become large lakes, scientists have long surmised. At their maximum size, the desert lakes covered about a quarter of both Nevada and Utah. Now a team led by a Texas A&M University researcher has found a new water cycle connection between the U.S. southwest and the tropics, and understanding the processes that have brought precipitation to the western U.S. will help scientists better understand how the water cycle might be perturbed in the future.

Mitch Lyle, professor of oceanography, led the study with colleagues from Columbia University, University of California-Santa Cruz, Stanford University, Hokkaido University of Japan, Brown University and the U.S. Geological Survey. Their work, funded by the National Science Foundation, is published in the current issue of Science magazine.

The dry shorelines of these glacial lakes were first discovered by 19th century geologists when the west was first explored, Lyle explains, adding that the source of the additional water has been a mystery. By assembling data from ocean sediments and from dry western valleys collected over the last 30 years, Lyle and the team found a new water cycle connection between the southwest U.S. and the tropics.

"Large ice caps profoundly altered where storms went during glacial periods. Before this study, it was assumed that Pacific winter storms that now track into Washington and Canada were pushed south into central and southern California," Lyle notes.

"However, by comparing timing between wet intervals on the coast, where these storms would first strike, with growth of the inland lakes, we found that they didn't match."

The team was able to time wet periods along the California coast from pollen buried in marine sediments from cores archived by scientists at the Integrated Ocean Drilling Program at Texas A&M. They evaluated lake level studies from southeast Oregon, Nevada, Utah, eastern California, New Mexico, and west Texas to find when lakes filled in different parts of the west.

"Many teams of scientists have been working on this problem since the 1950s, when radiocarbon dating first allowed ages to be put on old shorelines," Lyle adds. "The data we synthesized covers a wide latitude so that we could determine how the glacial wet intervals operated."

Only southern California coastal wet intervals matched with the progression of high lakes inland, pointing to the development of a tropical connection, where storms cycled into the region from the tropical Pacific, west of southern Mexico.

"We think that the extra precipitation may have come in summer, enhancing the now weak summer monsoon in the desert southwest. But we need more information about what season the storms arrived to strengthen this speculation," Lyle says.

Not only is the development of the glacial lakes important from a paleoclimate perspective, but it is likely that the lakes were important to the migration of people into North America, Lyle believes. Many of the archaeological sites where early Indians settled when they first came into the U.S. are rock shelters at the edges of these ancient lakes. The lakes were a major source of fish, and a gathering place for deer and wildfowl at that time.

"What we need to do now is look at all of this on a finer scale," Lyle points out. "We need to understand better the processes that directed the storms thousands of years ago, and to predict better what changes might occur in the future."

Affirmative action, rights cases await U.S. Supreme Court

(Reuters) - Affirmative action for minorities, human rights abuses and the constitutional authority for dogs to sniff out crime will top the U.S. Supreme Court's agenda when it returns to the bench on Monday. An even bigger issue, same-sex marriage, lurks on the horizon.

The new term marks the full court's first return to the public eye since June when Chief Justice John Roberts surprised many by joining four more liberal justices in a 5-4 decision that upheld nearly all of President Barack Obama's healthcare law.

The court will start with one of its most anticipated cases, Kiobel v. Royal Dutch Petroleum, and address for the second time the extent to which American judges are empowered to hear lawsuits over human rights atrocities abroad.

On October 10, it will hear perhaps the biggest case on the docket so far, Fisher v. University of Texas at Austin, and weigh whether using race in undergraduate admissions to increase diversity is still acceptable under the U.S. Constitution.

"When you look at Kiobel and Fisher, and the possibility the court will visit the issues of gay marriage and voting rights, it's already shaping up to be a momentous term," said Ted Shaw, a professor at Columbia Law School and former director-counsel of the NAACP Legal Defense Fund.

Some justices said over the summer break that the court would, as it normally does, move past the divisions that end a term, including this year over a tough Arizona immigration law.

Dissenting justices in that and the healthcare cases read parts of their opinions from the bench, signaling profound disagreement with the majorities.

The court often finds common ground, and last term it ruled unanimously nearly as often as not. But many closely watched cases still produce 5-4 ideological splits. The five more conservative justices were appointed by Republican presidents, and the four more liberal justices by Democratic presidents.

While Justice Anthony Kennedy is at the ideological center, Roberts' vote to uphold most of the Affordable Care Act was a forceful reminder of his capacity to put his own cast on the law. At age 57, he could do so for another quarter century.

"John Roberts enormously strengthened his administrative hand and legal influence in ruling as he did," said Douglas Kmiec, a constitutional law professor at Pepperdine University in Malibu, California. "Now both sides probably believe they need to work for his support, and that's an enviable position for the chief justice."

The court already has accepted close to 40 cases for the new term, filling roughly half of its usual docket.

RACE AS A FACTOR

In Kiobel, the court will again review the Alien Tort Statute, a long-obscure 1789 law that lawyers have used in the last three decades to challenge corporations' alleged aiding or acquiescing in foreign governments' abuse of their own people.

After hearing arguments in February, the court decided to hold a new hearing to address whether judges could hear such claims brought against anyone, not just corporations.

The case has drawn dozens of briefs from other interested parties. The Obama administration has argued that the law could be used, case-by-case, for claims of abuse that might interfere with U.S. foreign relations or respect for human rights.

In the affirmative action case, Texas' flagship university has for several years filled about three-quarters of its undergraduate class by granting automatic admission to students in the top 10 percent of their high-school classes.

While this "race-neutral" approach has boosted the number of black and Hispanic students because of the homogeneity of many high schools, Texas uses race as one factor to fill the rest of each class, with a goal of improving the educational experience.

This has been challenged, and changes in the Supreme Court's makeup may imperil the 2003 decision, Grutter v. Bollinger, that let universities take race into account to improve diversity.

Justice Sandra Day O'Connor, who in that case endorsed race-based admissions at the University of Michigan law school, retired in 2006 and was replaced by the more conservative Justice Samuel Alito.

In addition, Justice Elena Kagan, who was U.S. solicitor general before joining the court in 2010, has recused herself. This could make it hard for Texas to win more than four votes. A decision voiding the program would likely apply, under a different law, to private universities.

Also on the docket are two "dog sniff" cases from Florida that test the boundary of Fourth Amendment protection against illegal searches, and which the court will take up on October 31.

One, Florida v. Jardines, concerns whether a homeowner's privacy was violated when a trained narcotics dog named Franky was allowed to walk near a home, and appeared to correctly detect a marijuana odor from inside. Another, Florida v. Harris, concerns an "alert" given by another dog named Aldo while being led around a truck that contained methamphetamine ingredients.

SAME-SEX MARRIAGE

All of these cases could well be dwarfed in public attention should the Supreme Court review any or all of a half-dozen cases concerning same-sex marriages.

Several address the constitutionality of the Defense of Marriage Act, which requires the government to deny benefits such as Social Security payments to gay and lesbian couples. even if they live in states that allow same-sex marriage.

A federal appeals court in Boston said that requirement should not stand. Paul Clement, a former U.S. solicitor general who last term argued against the healthcare law, represents defenders of DOMA while his opponent in the healthcare case, Solicitor General Donald Verrilli, wants DOMA to be invalidated.

Also awaiting review is a lower-court decision striking down California's ban on same-sex marriage, known as Proposition 8.

The Supreme Court is expected to announce this fall whether it will accept any of these cases. Decisions would likely come by the end of June, before the court's usual summer recess.

Meanwhile, the court may also weigh the constitutionality of a provision of the 1965 Voting Rights Act that requires states with histories of discrimination to get U.S. Department of Justice permission before changing election procedures.

"We're seeing an increase in voting suppression," said Scot Powe, a professor at the University of Texas at Austin and former clerk for Justice William O. Douglas. "If they take a Voting Rights Act case, the betting money is that they will invalidate the preclearance provision. That's a big deal."

(AP) ? His home in Washington is for sale. His wife says he'll come back to work only when a doctor approves. He vowed to return to the campaign by Labor Day, a deadline that came ... and went.

Election Day is five weeks away, and Rep. Jesse Jackson Jr. remains out of sight.

It's an absence, both from his job in Congress and his campaign, that's starting to test patience in his Chicago hometown.

More than three months have passed since Jackson disappeared, initially a mystery that was later revealed to be a hospitalization for severe depression and gastrointestinal problems. There have been few updates on his condition and no hard answers to questions about his future.

All that aides will say is that Jackson's name is still on the ballot, even though he's yet to make a campaign appearance since last spring's primary. His wife, Chicago Alderman Sandi Jackson, has tried to say nothing at all. When pressed, she insists she won't step in to take his place.

"You ask anyone in this district, which one of them could take 90 days off of work?" said Jackson opponent Brian Woodworth, a college professor and Republican running what remains a longshot campaign in a mostly South Side district that is heavily Democratic.

"Voters should be paying attention to this," Woodworth said. "For the last three months, almost four, he's ignored them. He's hidden from the press. He's ignored the people. He's neglected his job."

The criticism isn't only coming from the GOP. Editorial writers who urged patience weeks ago now are urging Jackson to explain his intentions. In his district, constituents who have expressed a range of reactions to his absence are growing more anxious to hear from him.

Jacques Whatley, a 39-year-old mother, said she's voted for Jackson in the past but her views have turned as weeks have gone by without any word from the congressman.

"When there are situations like this, we need to know," Whatley said. "If he has some medical issues, then he should step down. If you're in a situation where you're not healthy, then you need time off."

Jackson is recovering at the same time as Sen. Mark Kirk, who suffered a stroke earlier this year. Kirk has also not appeared in public, but the Republican is not up for re-election and has released a series of videos that show him slowly learning to walk again and talking about government issues, at times in a halting voice.

The 47-year-old Jackson returned to his Washington home this month after leaving the Mayo Clinic in Minnesota. He started a medical leave June 10, but his staff only announced it publicly two weeks later and didn't initially reveal where he was or the illness from which he was suffering.

The son of a civil rights icon, Jackson was expected to breeze to re-election after easily defeating a primary opponent in a district that now extends from south Chicago into portions of two rural counties. In recent days, when asked about the general election, Jackson's office has only said that he remains on the ballot.

"He's still at home under a doctor's care," said spokesman Frank Watkins.

Publicly, most Illinois Democrats have kept quiet about Jackson's situation. Sen. Dick Durbin and Rep. Luis Gutierrez were among those who pushed Jackson to disclose his condition promptly. The influential Jackson family has long and complicated ties in the party, and it's unclear whether he is being pressured by party leaders to step aside.

Jackson's father, the Rev. Jesse Jackson, has declined to speak in detail. The congressman's wife has mostly dodged reporters at City Council meetings and a recent birthday party and fundraiser.

Among the latest head-scratchers was the Jacksons putting their $2.5 million town house on the market. A Jackson aide said the family hoped the sale would help pay medical bills. The family also maintains a Chicago home, but their two children go to school in Washington and Sandi Jackson commutes to Chicago for city business.

Replacing Jackson on the ballot gets messy this close to Election Day. Ballots with Jackson's name have already been mailed to troops overseas, which means that in a close election, the courts may have to step in to determine if a vote for Jackson would be counted for the replacement or thrown out.

If he were to step down in the next few weeks, the Democratic Party chairmen in the three counties he represents would have eight days to pick a replacement.

If Jackson has in fact decided to leave office, he is perhaps more likely to wait to resign until after winning re-election, leading to a special election that would keep the decision about a successor in the hands of voters.

$37.5 million FEMA trailer settlement approved

(AP) ? A federal judge gave his final approval Thursday to a $37.5 million class-action settlement between companies that made government-issued trailers after hurricanes in 2005 and Gulf Coast storm victims who claim they were exposed to hazardous fumes while living in the shelters.

U.S. District Judge Kurt Engelhardt ruled from the bench after hearing from attorneys who brokered a deal resolving nearly all remaining court claims over elevated levels of formaldehyde in trailers provided by the Federal Emergency Management Agency following hurricanes Katrina and Rita.

Roughly 55,000 residents of Louisiana, Mississippi, Alabama and Texas who lived in FEMA trailers will be eligible for shares of the money paid by more than two dozen manufacturers.

Plaintiffs' attorneys also are asking Engelhardt to approve a separate but related $5.1 million settlement with companies that installed and maintained FEMA trailers after the storms. He was scheduled to hear testimony about that later Thursday.

Gerald Meunier, a lead plaintiffs' attorney, said the deal provides residents with "somewhat modest" compensation but allows both sides to avoid the expense and risks of protracted litigation.

"Dollar amounts alone do not determine whether a settlement is fair and reasonable," he said.

Jim Percy, a lawyer for the trailer makers, said Engelhardt would have had to try cases individually or transfer suits to other jurisdictions if the settlement wasn't reached.

"It was not going to end quickly, and it was going to be even more monumental for all the parties concerned," he said.

Formaldehyde, a chemical commonly found in building materials, can cause breathing problems and is classified as a carcinogen. Government tests on hundreds of trailers in Louisiana and Mississippi found formaldehyde levels that were, on average, about five times what people are exposed to in most modern homes.

FEMA isn't a party to the settlements and had downplayed formaldehyde risks for months before those test results were announced in February 2008. As early as 2006, trailer occupants began reporting headaches, nosebleeds and difficulty breathing.

Only three plaintiffs have opted out of the settlement with the trailer makers. Engelhardt opened the floor to objections during Thursday's hearing, but nobody spoke up. The judge said he didn't receive any written objections, either.

But that doesn't mean the deal isn't a disappointment for many residents who blame their illnesses on the cramped trailers they occupied for months on end.

"We were told not to look for much," said Anthony Dixon, a New Orleans resident who says he developed asthma while living in a FEMA trailer for two years.

Dixon, 58, attended the hearing with his wife and mother to learn more about the deal.

"We're glad to get it over with," he added.

Dan Balhoff, a court-appointed special master, will determine the plaintiffs' awards. Up to 48 percent of the total settlement money will be deducted for attorneys' fees and costs.

Engelhardt presided over three trials for claims against FEMA trailer manufacturers and installers after he was picked in 2007 to oversee hundreds of consolidated lawsuits. The juries in all three trials sided with the companies and didn't award any damages.

Plaintiffs' lawyers have accused the trailer makers of using shoddy building materials and methods in a rush to meet FEMA's unprecedented demand for temporary housing.

Meunier, however, said it was difficult for plaintiffs' attorneys to prove a link between formaldehyde exposure and residents' health problems because many trailers couldn't be tested until months or even years after the fact. Many residents never sought treatment for their symptoms, he added.

"It was both challenging in the legal and factual sense," he said.

A group of companies that includes Gulf Stream Coach Inc., Forest River Inc., Vanguard LLC and Monaco Coach Corp. will pay $20 million of the $37.5 million settlement with the trailer makers.

Shaw Environmental Inc., Bechtel Corp., Fluor Enterprises Inc. and CH2M Hill Constructors Inc. are among the FEMA contractors that agreed to pay shares of the separate $5.1 million settlement.

Only a handful of formaldehyde-related claims are still pending, including those against FEMA by a group of Texas residents.

Nickelblock: An element's love-hate relationship with battery electrodes

ScienceDaily (Sep. 27, 2012) ? Anyone who owns an electronic device knows that lithium ion batteries could work better and last longer. Now, scientists examining battery materials on the nano-scale reveal how nickel forms a physical barrier that impedes the shuttling of lithium ions in the electrode, reducing how fast the materials charge and discharge. Published last week in Nano Letters, the research also suggests a way to improve the materials.

The researchers, led by the Department of Energy's Pacific Northwest National Laboratory's Chongmin Wang, created high-resolution 3D images of electrode materials made from lithium-nickel-manganese oxide layered nanoparticles, mapping the individual elements. These maps showed that nickel formed clumps at certain spots in the nanoparticles. A higher magnification view showed the nickel blocking the channels through which lithium ions normally travel when batteries are charged and discharged.

"We were surprised to see the nickel selectively segregate like it did. When the moving lithium ions hit the segregated nickel rich layer, they essentially encounter a barrier that appears to slow them down," said Wang, a materials scientist based at EMSL, the Environmental Molecular Sciences Laboratory, a DOE user facility on PNNL's campus. "The block forms in the manufacturing process, and we'd like to find a way to prevent it."

Lithium ions are positively charged atoms that move between negative and positive electrodes when a battery is being charged or is in use. They essentially catch or release the negatively charged electrons, whose movement through a device such as a laptop forms the electric current.

In lithium-manganese oxide electrodes, the manganese and oxygen atoms form rows like a field of cornstalks. In the channels between the stalks, lithium ions zip towards the electrodes on either end, the direction depending on whether the battery is being used or being charged.

Researchers have known for a long time that adding nickel improves how much energy the electrode can hold, battery qualities known as capacity and voltage. But scientists haven't understood why the capacity falls after repeated usage -- a situation consumers experience when a dying battery holds its charge for less and less time.

To find out, Wang, materials scientist Meng Gu and their collaborators used electron microscopy at EMSL and the National Center for Electron Microscopy at Lawrence Berkeley National Laboratory to view how the different atoms are arranged in the electrode materials produced by Argonne National Laboratory researchers. The electrodes were based on nanoparticles made with lithium, nickel, and manganese oxides.

First, the team took high-resolution images that clearly showed rows of atoms separated by channels filled with lithium ions. On the surface, they saw the accumulation of nickel at the ends of the rows, essentially blocking lithium from moving in and out.

To find out how the surface layer is distributed on and within the whole nanoparticle, the team used a technique called three-dimensional composition mapping. Using a nanoparticle about 200 nanometers in size, they took 50 images of the individual elements as they tilted the nanoparticle at various angles. The team reconstructed a three-dimensional map from the individual elemental maps, revealing spots of nickel on a background of lithium-manganese oxide.

The three-dimensional distribution of manganese, oxygen and lithium atoms along the surface and within the particle was relatively even. The nickel, however, parked itself in small areas on the surface. Internally, the nickel clumped on the edges of smaller regions called grains.

To explore why nickel aggregates on certain surfaces, the team calculated how easily nickel and lithium traveled through the channels. Nickel moved more easily up and down the channels than lithium. While nickel normally resides within the manganese oxide cornrows, sometimes it slips out into the channels. And when it does, this analysis showed that it flows much easier through the channels to the end of the field, where it accumulates and forms a block.

The researchers used a variety of methods to make the nanoparticles. Wang said that the longer the nanoparticles stayed at high temperature during fabrication, the more nickel segregated and the poorer the particles performed in charging and discharging tests. They plan on doing more closely controlled experiments to determine if a particular manufacturing method produces a better electrode.

MEXICO CITY - The Mexican navy said on Wednesday it had captured one of the leaders of the Zetas drug cartel, a notoriously brutal gang reported to be breaking apart due to an internal feud.

The navy said it had caught the man it believed to be Zetas boss Ivan Velazquez in the central state of San Luis Potosi, in a boost to outgoing President Felipe Calderon's efforts to crack down on the violent cartels.

The Zetas have perpetrated some of the most sickening acts of Mexico's drug war and continued to expand even as rival gangs joined forces against them. They are now regarded as one of the two most powerful drug cartels in the country.

Velazquez is due to be paraded before the media on Thursday morning as is customary with such captures in Mexico.

The suspected gang leader surrendered to the navy in the city of San Luis Potosi without a shot being fired, an eyewitness told Reuters.

Known as "Z-50" or "El Taliban," Velazquez has been one of the leading figures in the Zetas. Formed by a group of army deserters in the late 1990s, the gang acted as enforcers for the Gulf Cartel before splitting with their employers in 2010.

Longstanding rivalry between the Zetas' top leader, Heriberto Lazcano, and his second-in-command Miguel Trevino has exploded into violence, raising fears the hostilities could bring a fresh wave of bloodletting.

The Zetas boast 10,000-plus gunmen, and the prospect of them fighting for control of local trafficking networks and smuggling routes has alarmed security experts.

Earlier this week, Mexican news magazine Proceso reported that Velazquez had switched his allegiance to the Gulf Cartel due to a rupture with Trevino, citing messages posted online.

Velazquez is listed by the government as one of the country's most-wanted drug kingpins. The Mexican government has offered a reward of up to 30 million pesos ($2.34 million) for information leading to his arrest.

Debate rages over Mexico 'spillover violence' in US

Since 2009, more than 20 drug lords have been caught or killed. The most recent capture came two weeks ago, when the navy arrested Gulf Cartel head Jorge Costilla, alias "El Coss."

Earlier on Wednesday, the navy announced the capture of 18 suspected Zetas in the northern state of Nuevo Leon.

Kane County committee OKs 3 percent property tax hike

GENEVA ? The County Board soon could decide whether to put in writing an intention to collect more in property taxes next year ? and whether to leave it to newly elected board members to reduce that amount come spring.

Tuesday, the County Board Finance and Budget Committee recommended the full County Board approve a budget that calls for the county to increase its property tax levy by 3 percent, the maximum amount allowed by law this year.

Should such a tax levy increase ultimately be approved, it could increase the tax bill owed by county taxpayers owning a house with an assessed value of about $250,000 about $5 to $12 next year, with an average increase of about $7 a year, according to county finance officials.

However, while the budget, which must be enacted by November, would state the county?s spending and taxing intentions, the actual tax levy on which that budget is based will not be acted upon until spring.

So, members of the Finance Committee said they believe the current County Board should leave it to the next County Board ? which will be seated after the November elections ? to decide whether to leave the property tax levy alone or scale it back.

Finance Committee Chairman Jim Mitchell, R-North Aurora, said the next County Board will know more about the county?s financial footing than the current board does.

He noted the County Board is still waiting to learn how much Kane County will have collected in sales taxes and its portion of the state income tax.

?It means that [the County Board] will actually know what you?re levying for,? Mitchell told the committee.

Other committee members also backed the levy increase.

?All we?re doing is setting a budget,? said board member Cathy Hurlbut, R-Elgin. ?We can?t ask for more than what we budget.?

The levy increase will not be needed to fund raises for county employees, committee members said.

Instead, the Finance Committee backed a proposal to use the county?s general contingency fund to pay for a 2 percent increase for most of the county?s nonunion, nonelected employees and for raises specifically for the county?s assistant state?s attorneys and public defenders.

In all, those raises would total about $1.06 million that would come from money the county already has on hand, Mitchell said.

While stressing the levy increase will not be used to pay for raises, committee members did not state why the levy increase might be needed.

Mitchell said that will be discussed by the full County Board when it takes up the matter, perhaps as soon as Oct. 9.

That lack of specificity caused at least one committee member, Christina Castro, D-Elgin, to question the need to increase the levy at all.

?When I talk to constituents, they say they can?t even take another $5,? Castro said. ?I?m OK with using the money out of contingency to pay for these raises, but I?m totally opposed to raising the levy.?
