We?ve heard a little bit about Facebook and Asana co-founder Dustin Moskovitz?s new foundation, Good Ventures, specifically a company that its investment arm got involved with last August. Today we’ve learned a lot more, specifically about its non-profit endeavours, as the site for Good Ventures has been launched, and it discusses exactly what the foundation will be doing and which companies and causes it’s currently involved in. Its “portfolio” reads like a list of every difficult problem felt in third-world countries, and it’s expansive already. Just some of the issues that Good Ventures has issued grants for are curing and treating malaria, marriage equality, and small enterprise support. The grants seem to average $50,000 and are going directly to the causes that need it the most. Good Ventures was co-founded by Moskovitz and former Wall Street Journal reporter Cari Tuna. The about us page on the site describes their mission clearly and concisely: Good Ventures is a philanthropic foundation whose mission is to help humanity thrive. Here’s an excerpt from their intro letter on their reason for creating the foundation: We?ve seen human well-being increase dramatically in recent decades. Quality of life is rising and violence is declining. At the same time, humanity is becoming better networked, technologically, economically and socially. We?re optimistic that these trends will continue ? even accelerate ? in the decades to come. BEIRUT (Reuters) - A U.N. convoy sent to retrieve 21 Filipino peacekeepers captured by rebels in a southern Syrian village three days ago has been held up after one of its vehicles broke down, a Syrian rebel source said on Saturday.

But he said a ceasefire around the village of Jamla appeared to be holding and the convoy of seven U.N. vehicles, held up about 6 km (4 miles) northeast of Jamla, would still be able to collect the peacekeepers once it was mobile again.

"The U.N. convoy has reached the village of Ain Dhakar but has halted there because of technical difficulties," Abu Essam Taseel, from the media office of the Martyrs of Yarmouk brigade, told Reuters by Skype.

The peacekeepers - part of the U.N. Disengagement Observer Force (UNDOF) that has been monitoring a ceasefire line between Syria and Israel in the Golan Heights since 1974 - were seized by the Martyrs of Yarmouk rebel brigade on Wednesday.

They have been held in Jamla, a village one mile from the Israeli-occupied Golan. After their capture, insurgents described them as "guests" and said they would be freed once President Bashar al-Assad's forces pull back from around Jamla and stop shelling.

A brief truce was agreed on Saturday morning to allow for the peacekeepers' retrieval. Although the two-hour window of that ceasefire passed at midday (1000 GMT) before they could be extracted, the rebels said relative calm prevailed.

Taseel said the area around Jamla was quiet apart from some "limited clashes" to the south which he said would not impede the peacekeepers' recovery.

The Syrian Observatory for Human Rights said fighters from the Martyrs of Yarmouk and other brigades took control of a military position in the village of Abdin, about 2 km (1.2 miles) south of Jamla on Saturday.

A rescue effort on Friday was delayed by heavy bombardment and abandoned after nightfall, U.N. peacekeeping chief Herve Ladsous said. "(Jamla) is subject to intense shelling by the Syrian armed forces," he told reporters after briefing the U.N. Security Council on the situation.

REGIONAL SPILLOVER

Syria's nearly two-year civil war has spilled periodically across the Golan Heights ceasefire line and Syria's borders with Lebanon, Iraq and Turkey, threatening to engulf the region. The conflict began as peaceful protests, but turned violent when Assad ordered a crackdown on the demonstrations.

Ladsous warned that once the peacekeepers were released, "we would strongly expect that there would not be retaliatory action by the Syrian armed forces over the village and its civilian population".

Syrian U.N. Ambassador Bashar Ja'afari said the army was targeting areas outside Jamla where he said the rebels were concentrated, not the village itself. "We know for sure what we are doing and we know where the peacekeepers are," he said.

"The Syrian government forces are doing exactly what they have to do in order to bring back safely the peacekeepers, guarantee the safety and security of the inhabitants of these villages (and) get these armed group terrorists out of the area," Ja'afari said.

In several videos released on Thursday, the peacekeepers said they were being treated well by civilians and rebels. The United Nations said the captives had been detained by about 30 rebel fighters, but Taseel said the men were "guests," not hostages, and were being held for their own safety.

Under an agreement brokered by the United States in 1974, Israel and Syria are allowed a limited number of tanks and troops within 20 km (13 miles) of the disengagement line.

A U.N. report in December said both the Syrian army and rebels had entered the demilitarized area between Syrian and Israeli forces. It said that violence in the area showed the potential for escalation across the frontier, jeopardizing the ceasefire between the two countries.

Mar. 4, 2013 ? After nearly a decade of careful observations an international team of astronomers has measured the distance to our neighbouring galaxy, the Large Magellanic Cloud, more accurately than ever before. This new measurement also improves our knowledge of the rate of expansion of the Universe -- the Hubble Constant -- and is a crucial step towards understanding the nature of the mysterious dark energy that is causing the expansion to accelerate. The team used telescopes at ESO's La Silla Observatory in Chile as well as others around the globe. These results appear in the 7 March 2013 issue of the journal Nature.

Astronomers survey the scale of the Universe by first measuring the distances to close-by objects and then using them as standard candles [1] to pin down distances further and further out into the cosmos. But this chain is only as accurate as its weakest link. Up to now finding an accurate distance to the Large Magellanic Cloud (LMC), one of the nearest galaxies to the Milky Way, has proved elusive. As stars in this galaxy are used to fix the distance scale for more remote galaxies, it is crucially important.

But careful observations of a rare class of double star have now allowed a team of astronomers to deduce a much more precise value for the LMC distance: 163 000 light-years.

"I am very excited because astronomers have been trying for a hundred years to accurately measure the distance to the Large Magellanic Cloud, and it has proved to be extremely difficult," says Wolfgang Gieren (Universidad de Concepci?n, Chile) and one of the leaders of the team. "Now we have solved this problem by demonstrably having a result accurate to 2%."

The improvement in the measurement of the distance to the Large Magellanic Cloud also gives better distances for many Cepheid variable stars [2]. These bright pulsating stars are used as standard candles to measure distances out to more remote galaxies and to determine the expansion rate of the Universe -- the Hubble Constant. This in turn is the basis for surveying the Universe out to the most distant galaxies that can be seen with current telescopes. So the more accurate distance to the Large Magellanic Cloud immediately reduces the inaccuracy in current measurements of cosmological distances.

The astronomers worked out the distance to the Large Magellanic Cloud by observing rare close pairs of stars, known as eclipsing binaries [3]. As these stars orbit each other they pass in front of each other. When this happens, as seen from Earth, the total brightness drops, both when one star passes in front of the other and, by a different amount, when it passes behind [4].

By tracking these changes in brightness very carefully, and also measuring the stars' orbital speeds, it is possible to work out how big the stars are, their masses and other information about their orbits. When this is combined with careful measurements of the total brightness and colours of the stars [5] remarkably accurate distances can be found.

This method has been used before, but with hot stars. However, certain assumptions have to be made in this case and such distances are not as accurate as is desirable. But now, for the first time, eight extremely rare eclipsing binaries where both stars are cooler red giant stars have been identified [6]. These stars have been studied very carefully and yield much more accurate distance values -- accurate to about 2%.

"ESO provided the perfect suite of telescopes and instruments for the observations needed for this project: HARPS for extremely accurate radial velocities of relatively faint stars, and SOFI for precise measurements of how bright the stars appeared in the infrared," adds Grzegorz Pietrzy?ski (Universidad de Concepci?n, Chile and Warsaw University Observatory, Poland), lead author of the new paper in Nature.

"We are working to improve our method still further and hope to have a 1% LMC distance in a very few years from now. This has far-reaching consequences not only for cosmology, but for many fields of astrophysics," concludes Dariusz Graczyk, the second author on the new Nature paper.

[1] Standard candles are objects of known brightness. By observing how bright such an object appears astronomers can work out the distance -- more distant objects appear fainter. Examples of such standard candles are Cepheid variables [2] and Type Ia supernovae. The big difficulty is calibrating the distance scale by finding relatively close examples of such objects where the distance can be determined by other means.

[2] Cepheid variables are bright unstable stars that pulsate and vary in brightness. But there is a very clear relationship between how quickly they change and how bright they are. Cepheids that pulsate more quickly are fainter than those that pulsate more slowly. This period-luminosity relation allows them to be used as standard candles to measure the distances of nearby galaxies.

[3] This work is part of the long-term Araucaria Project to improve measurements of the distances to nearby galaxies.

[4] The exact light variations depend on the relative sizes of the stars, their temperatures and colours and the details of the orbit.

[5] The colours are measured by comparing the brightness of the stars at different near-infrared wavelengths.

President Obama recently acknowledged the obvious: He doesn't have the supernatural powers necessary to do a mind meld, Jedi or otherwise, with Republican congressional leaders that would lead to pacts on fiscal policy, or anything else for that matter.

But if he doesn't have the power to force meetings of the minds with his Republican opponents, he can at least still get meetings with them.

Popping up on the president's schedule all of a sudden was a Wednesday night dinner at a Washington, D.C., hotel with a group of GOP senators.

And the president reportedly hopes to meet soon with House Republicans. It's apparently part of a plan to make his case directly to rank-and-file Republican lawmakers instead of focusing only on their leaders, like House Speaker John Boehner and Senate Minority Leader Mitch McConnell.

There's obviously much to discuss, from finding an alternative to the automatic and indiscriminate spending cuts of the sequester that went into effect March 1 to an understanding on how to keep funding the government past the end of March in order to avoid a shutdown. Then there's the debt ceiling that will need to be raised sometime this summer.

The meetings look like part of a presidential effort to regain a clear upper hand in the public relations battle with Republicans.

Up until the sequester deadline, Obama was mainly focused on raising pressure on congressional Republicans with campaign-style events meant to get the public to side with his approach of deficit reduction through spending cuts and tax revenue over the GOP's focus only on spending cuts.

But some Republicans who first dreaded the sequester came to embrace it. Although the spending cuts are less than a week old, the fact that they didn't immediately cause disruptions equal to the president's warnings made even some Democrats wonder if he hyped the risks.

The president's job approval ratings also fell below 50 percent right around the time the sequester took hold, according to Gallup.

His meetings with Republican lawmakers seem designed to give Obama the ability to argue more credibly that he reached out to the other side to try and find common ground. Even some Democrats have implicitly criticized Obama for not having more face-to-face meetings with Republicans.

It's unlikely to produce much more than optics, however. While individual senators frequently act like free agents, forming themselves into bipartisan "gangs" to try and bridge the gaps on politically divisive and controversial issues, House members generally don't.

More to the point, in both the Senate and the House, the hard partisan lines between the parties, especially on fiscal matters, makes it even more unlikely for Obama to make any real headway.

Also, for congressional Republicans, the path to greater GOP success hasn't been to agree with Obama, but just the opposite. Appearing conciliatory toward the president is about the best way to invite a primary challenge.

Lastly, Obama will most likely make his appeal to the same House GOP members of the non-Tea Party variety who he's likely to work to unseat next year, as he tries to give Democrats a chance to win back the House majority. So those lawmakers might be forgiven if they're somewhat distracted in his presence.

(NaturalNews) High levels of sugar in the blood spark a biochemical cascade that can lead directly to cancer, according to a study conducted by researchers from the Universidad Rey Juan Carlos in Madrid and published in the journal Molecular Cell.

The research may help explain the long-known connection between poor diet and increased cancer risk.

While sugars are necessary for many bodily functions, a healthy person's blood sugar levels remain within a relatively narrow range due to the hormones glucagon and insulin. When blood sugar levels are slightly too high, a person is diagnosed as prediabetic. When blood sugar levels climb even higher, a person is considered diabetic.

Both prediabetes and diabetes are significantly more common in overweight and obese people; indeed, Type II diabetes is actually caused by many of the same factors as obesity. Researchers have long known that diabetics and obese people have a much higher cancer risk, but the reasons for this have remained unclear.

"Previously we were unsure about how increased blood sugar found in diabetes and obesity could increase cancer risk," said Colin Goding of Oxford University, who was not involved in the study. "This study ... opens the way for potential novel therapies aimed at reducing cancer risk in the obese and diabetic populations."

The new findings came from a study examining how intestinal cells react to sugars by releasing GIP, a hormone that signals the pancreas to release insulin. The researchers found that a protein called s-catenin plays a critical role in intestinal cells' ability to release GIP, and that s-catenin becomes more active in the presence of too much sugar.

Significantly, prior research has shown that s-catenin can also interfere with the natural life cycles of cells, causing them to become immortal and thereby precancerous. Further tests by the researchers confirmed that in the presence of high sugar levels, cells begin to accumulate s-catenin in their nuclei, leading directly to the cell proliferation associated with cancerous tumors.

Why a healthy diet is so important

"We were surprised to realize that changes in our metabolism caused by dietary sugar impact on our cancer risk," lead researcher Custodia Garcia Jimenez said. "We are now investigating what other dietary components may influence our cancer risk. Changing diet is one of easiest prevention strategies that can potentially save a lot of suffering and money."

63 percent of deaths worldwide are now caused by noncommunicable diseases, many of which - such as cancer, diabetes and cardiovascular disease - are strongly linked to lifestyle factors. Health experts estimate that about one in three cancers could be prevented by improved diet and exercise habits.

But globally, both obesity and diabetes are on the rise. According to the World Health Organization, one in 10 adults around the world are now obese, and global obesity rates are doubling every 20 years. One in 10 adults are also diabetic, and the disease was responsible for 4.6 million deaths in 2011. In the United States, diabetes kills more than two people every hour.

LANSING, Michigan (Reuters) - Michigan Governor Rick Snyder will officially declare a financial emergency for Detroit on Friday, paving the way for a state takeover of the city, a state government source said on Thursday.

At a forum in Detroit, the Republican governor will endorse the February 19 findings of a six-member review team that concluded the city's dire financial situation constituted an emergency, according to the source, who asked not to be identified.

Sara Wurfel, Snyder's spokeswoman, said the governor will outline "his determination on whether or not there is an emergency."

The official declaration of an emergency for Michigan's biggest city will trigger a 10-day deadline for Detroit officials to request a hearing with Snyder. It will likely result in the appointment of an emergency financial manager to manage its fiscal affairs.

The review team said the city is plagued by "operational dysfunction," but made no official recommendation on the need to appoint an emergency financial manager, leaving that to the governor.

Detroit, which has been struggling for years with a falling population, shrinking tax base and large payroll for city services, has been operating since April 2012 under an agreement that gave the state some oversight. But the slow pace of reforms led Snyder to launch a new review of the city last December.

If the state decides to appoint an emergency financial manager, that person could decide the city's only course for survival would be a bankruptcy filing in what would become the largest municipal bankruptcy in the United States.

The emergency manager would be officially chosen by a state board composed of the state treasurer, budget director, and licensing and regulatory affairs director - all of whom are Snyder appointees.

Snyder has publicly discussed qualifications he would seek in the manager and has said he had a short list of candidates for the job.

An international team led by Sascha Quanz (ETH Zurich, Switzerland) has studied the disc of gas and dust that surrounds the young star HD 100546, a relatively nearby neighbour located 335 light-years from Earth. They were surprised to find what seems to be a planet in the process of being formed, still embedded in the disc of material around the young star. The candidate planet would be a gas giant similar to Jupiter.

"So far, planet formation has mostly been a topic tackled by computer simulations," says Sascha Quanz. "If our discovery is indeed a forming planet, then for the first time scientists will be able to study the planet formation process and the interaction of a forming planet and its natal environment empirically at a very early stage."

HD 100546 is a well-studied object, and it has already been suggested that a giant planet orbits about six times further from the star than the Earth is from the Sun. The newly found planet candidate is located in the outer regions of the system, about ten times further out.

The planet candidate around HD 100546 was detected as a faint blob located in the circumstellar disc revealed thanks to the NACO adaptive optics instrument on ESO's VLT, combined with pioneering data analysis techniques. The observations were made using a special coronagraph in NACO, which operates at near-infrared wavelengths and suppresses the brilliant light coming from the star at the location of the protoplanet candidate.

According to current theory, giant planets grow by capturing some of the gas and dust that remains after the formation of a star [3]. The astronomers have spotted several features in the new image of the disc around HD100546 that support this protoplanet hypothesis. Structures in the dusty circumstellar disc, which could be caused by interactions between the planet and the disc, were revealed close to the detected protoplanet. Also, there are indications that the surroundings of the protoplanet are potentially heated up by the formation process.

Adam Amara, another member of the team, is enthusiastic about the finding. "Exoplanet research is one of the most exciting new frontiers in astronomy, and direct imaging of planets is still a new field, greatly benefiting from recent improvements in instruments and data analysis methods. In this research we used data analysis techniques developed for cosmological research, showing that cross-fertilisation of ideas between fields can lead to extraordinary progress."

Although the protoplanet is the most likely explanation for the observations, the results of this study require follow-up observations to confirm the existence of the planet and discard other plausible scenarios. Among other explanations, it is possible, although unlikely, that the detected signal could have come from a background source. It is also possible that the newly detected object might not be a protoplanet, but a fully formed planet which was ejected from its original orbit closer to the star. When the new object around HD 100546 is confirmed to be a forming planet embedded in its parent disc of gas and dust, it will become an unique laboratory in which to study the formation process of a new planetary system.

Florida will start selling tickets to the popular Mega Millions game later this year.

Florida Lottery officials told The Associated Press on Thursday that the state will join 42 other states in selling tickets. Tickets will go on sale on May 15.?

The state already sells tickets to Powerball, another multistate game. It also has its own game called Florida Lotto.?

Lottery Secretary Cynthia O'Connell said retailers and lottery players have been asking the state to join Mega Millions for years.?

Lottery officials contend that adding Mega Millions will generate additional money for the state, despite past fears that adding games would erode sales of existing games.?

Last summer the Florida Lottery wrapped up the most financially successful fiscal year in its history, with sales of $4.45 billion.?

After several days of intense international discussion about its new policy against working remotely, Yahoo is trying to distance itself from the controversy.

The company issued a statement to the New York Times in which it drew a line between the situation at Yahoo and flexible work policies in the rest of the economy:

?This isn?t a broad industry view on working from home," the statement said. "This is about what is right for Yahoo right now.?

Yahoo issued its new ban on remote work last week. The company's goal, which many insiders support, was to foster more camaraderie, intensity, and creativity from physical interaction while also eliminating some workers who had effectively retired on the job.

The ban understandably caused some grumbling from Yahoos who had joined the company precisely because they were allowed to work remotely. And then it spawned a world-wide debate in which everyone from Richard Branson to mommy bloggers weighed in.

Outside Yahoo, most observers felt that CEO Marissa Mayer's decision had set back the cause of flexible work policies and work-life balance, especially for women. Inside Yahoo, meanwhile, many applauded the move. If Yahoo is to get its mojo back, these folks argued, it needs a renewed sense of commitment from everyone on the team.

In any event, now, several days later, Yahoo has weighed in on the remote-work ban again, presumably seeking to dampen the criticism it has received. But, to her credit, Yahoo's new CEO, Marissa Mayer, is not backing down.

If nothing else, the controversy once again demonstrates Mayer's leadership abilities. For the past decade, Yahoo has been in desperate need of a CEO who is willing to set a high bar and make the tough, unpopular decisions necessary to whip the company back into shape.

In her short tenure at Yahoo, Mayer has demonstrated that she is more than capable of doing that.

MEXICO CITY (AP) ? The head of Mexico's powerful teachers' union was arrested at an airport near Mexico City Tuesday for alleged embezzlement, with federal officials accusing her of using union funds to pay for plastic surgery, to buy a house in San Diego and even to pay her bill at Neiman Marcus.

Attorney General Jesus Murillo Karam said that Elba Esther Gordillo, who has led the 1.5 million-member National Union of Education Workers for 23 years, was detained in Toluca on charges that she embezzled 2 billion pesos (about $160 million) from union funds.

Gordillo, a colorful woman long seen as a kingmaker and power-behind-the-scenes in Mexican politics, was flown to the Attorney General's hangar in the Mexico City airport, where she asked to be checked by a doctor, Murillo told Milenio television.

Murillo said that Gordillo, 68, was in good health and awaiting transfer to appear before a judge. Two other people were also arrested but they were not named.

He told Milenio that the investigation started in December after Santander Bank alerted authorities to bank transfers in billions of pesos.

"We are looking at a case in which the funds of education workers have been illegally misused, for the benefit of several people, among them Elba Esther Gordillo," Murillo said earlier at the news conference announcing her arrest.

It marks the downfall of a woman who rose from school teacher to become one of Mexico's most powerful political operators, displaying her opulence openly with designer clothes and bags, bodyguards, expensive cars and properties including a penthouse apartment in Mexico City's exclusive Polanco neighborhood. She has been widely lampooned for her many plastic surgeries and depicted in political cartoons as ghoulish.

Meanwhile, Mexico's teachers are poorly paid and public education has long been considered sub-par.

Prosecutors said they had detected nearly $3 million in purchases at Neiman Marcus using union funds, as well as $17,000 in U.S. plastic surgery bills and the purchase of a million-dollar home in San Diego.

Assistant Attorney General Alfredo Castillo displayed a series of charts at the press conference with arrows detailing the allegations of illicit transfers from teachers' union accounts to personal accounts in the names of three union workers, Nora Guadalupe Ugarte Ramirez, Isaias Gallardo Chavez and Jose Manuel Diaz Flores, as well as a real estate company.

None were authorized to deal with finances. It wasn't clear if they were among those arrested.

"Between 2008 and 2012, there was systematic embezzlement of union accounts," Murillo Karam said.

Some funds eventually ended up in bank accounts in Switzerland and Liechtenstein. Castillo said that in one case they transferred $1 million to a Swiss account for a company owned by Gordillo's mother. Those funds were then used to buy a million-dollar house in the island of Coronado in San Diego.

Her detention came a day after President Enrique Pena Nieto signed Mexico's most sweeping education reform in seven decades into law, seeking to change a system dominated by Gordillo in which teaching positions could be sold or inherited.

The overhaul was Pena Nieto's first major proposal since taking office Dec. 1 and was considered a political blow to Gordillo.

Gordillo had organized a string of protests by teachers against the reform, which moves much of the control of the education system to the federal government from the teachers' union. Gordillo was elected to another six-year term as union leader in October.

The reform creates a system of uniform standards for teacher hiring and promotion based on merit instead of union connections. It also allows for the first census of Mexico's education system, which Gordillo's union has largely controlled for decades, allegedly padding the payroll with thousands of phantom teachers.

So great is the union's control that no one knows exactly how many schools, teachers or students exist in Mexico.

For years, she has beaten back attacks from union dissidents, political foes and journalists who have seen her as a symbol of Mexico's corrupt, old-style politics. Rivals have accused her of corruption, misuse of union funds and even a murder, but prosecutors who investigated never brought a charge against her.

She was expelled from Pena Nieto's Institutional Revolutionary Party in 2006 for supporting other parties' candidates and the formation of her own New Alliance party.

Gordillo's arrest recalled the 1989 arrest of another once-feared union boss, Joaquin Hernandez Galicia, known as "La Quina." The longtime head of Mexico's powerful oil workers union, Hernandez Galicia was arrested during the first months of the new administration of then-President Carlos Salinas.

In 1988, he criticized Salinas' presidential candidacy and threatened an oil workers' strike if Salinas privatized any part of the government oil monopoly, Petroleos Mexicanos, or Pemex. On Jan. 10, 1989, ? about a month after Salinas took office ? soldiers used a bazooka to blow down the door of Hernandez' home in the Gulf Coast city of Ciudad Madero.

Like Gordillo, Hernandez Galicia's power was believed to represent a challenge to the president, and his arrest was interpreted as an assertion of the president's authority. He was freed from prison after Salinas de Gortari left office.

Murillo denied that Gordillo's arrest was politically motivated and said it could not be compared to Hernandez's case.

"This was a very clear investigation and we will have more of them," he said.

BEIJING -- State media say a Chinese man has set off explosives outside the home of his former in-laws in a southern Chinese city, killing seven and injuring 18.

The official Xinhua News Agency quoted police as saying the man was seeking revenge following a dispute with his divorced wife over custody of their children.

It said the man, who was critically injured, told police he set off the homemade explosives in a car outside the house in the coastal city of Zhanjiang.

Xinhua said most of the victims were relatives of the man's former in-laws who were visiting the family during the Lunar New Year holiday. It said five of the injured were in intensive care. The blast also damaged several nearby homes.

With ongoing global concern about the deepening divide between China?s rich and poor, the government?s recently announced pledge to curb inequality is eliciting mixed reactions among economists.

Concerns over the country?s polarized income distribution center around its rapidly expanding cities, where the welfare gap between the poorest and wealthiest tiers is most apparent. While China?s cities support the country?s booming luxury goods industry ? which grew 56% in 2012 --? they also play host to millions of low-wage migrant workers with restricted access to urban housing, education, and health care.?

Among policy observers, changing China?s ?two-tier society of rich and poor? will require ?fundamental? reforms. Economist Hu Xingdou argues that the country needs to address outdated tax structures by introducing inheritance tax and restructuring the current system of property rights. Currently, as the article explains, local governments generate a large portion of their revenues via land sales. This, in turn, leads local authorities to push many farmers and rural dwellers off their properties with compensation well below market rate.? Creating a property tax and giving rural dwellers greater rights to their property would dis-incentivize the sale of land and limit the number of landless farmers, the article explains.

For Mao Yushi, a proponent of economic liberalization, the country needs to increase access to bank loans. At present, he argues, access to loans is vastly unequal, favoring large firms with close ties to the state but excluding small businesses. Providing access to finance will, he suggests, allow for the growth and development of small businesses and employment opportunities among the rural and urban poor.

While the government?s plan addresses some of these proposals, the article describes it as an ?aspirational document? that uses non-committal language and lacks ?concrete steps?. ?With regards to tax reform, the government?s proposals mention that property tax will be ?extended? and that inheritance tax will be ?introduced ?at the appropriate time??. ?In additional, tax cuts will be ?promoted? for low-income tiers.

Citing that the country?s recently released Gini coefficient is among the world?s highest, the article quotes Xiaolu, who writes that current proposals fall short of resolving the urban poverty gap. ?Solving the income distribution issue,? he explains, will require ?full-scale reform.?

Feb. 12, 2013 ? A study in this week's PLOS Medicine finds that the painkiller diclofenac (a non-steroidal anti-inflammatory drug (NSAID) in the same class as aspirin) is the most commonly used NSAID in the 15 countries studied and is included in the essential medicines lists of 74 low-, middle- and high-income countries, despite its known tendency to cause heart attacks and strokes in vulnerable patients. This risk is almost identical to that of Vioxx (rofecoxib), which was withdrawn from worldwide sales in 2004 because of cardiovascular risk. Researchers writing in this week's PLOS Medicine call for diclofenac to be removed from national essential medicines lists and to have its global marketing authorisations revoked.

It has been known for over a decade that some NSAIDs such as diclofenac are associated with more cardiovascular complications than other NSAIDs such as naproxen, but in an analysis of the essential medicines lists of 100 countries, Patricia McGettigan from Barts and The London School of Medicine and Dentistry and David Henry from the Institute for Clinical Evaluative Sciences and the University of Toronto, Canada, found that diclofenac was listed in the essential medicines lists of 74 countries and naproxen, a much safer alternative, in just 27.

Furthermore, in an in-depth analysis of the sales and prescriptions of NSAIDs in a selection of 15 low-, middle-, and high-income countries using information from 2011, they found that diclofenac sales (or prescribing, in the case of England and Canada) were three times higher than that of naproxen. The findings demonstrate that evidence about the risks associated with diclofenac has translated poorly to clinical practice.

McGettigan states: "Diclofenac has no advantage in terms of gastrointestinal safety and it has a clear cardiovascular disadvantage." Henry added: "Given the availability of safer alternatives, diclofenac should be de-listed from national essential medicines lists. McGettigan concludes: "There are strong arguments to revoke its marketing authorisations globally."

In an accompanying Perspective, K. Srinath Reddy from the Public Health Foundation of India and Ambuj Roy from the All India Institute of Medical Sciences (uninvolved in the study) say that the results of this study suggest that immediate action is warranted to remove diclofenac from national drug lists and that the World Health Organization should provide information on the safety of NSAIDs.

However, according to Reddy and Roy, it is not just the case of diclofenac versus naproxen that is at stake but the broader challenge of ensuring that everyone responsible for the safety of patients makes informed decisions in an appropriate and timely manner.

Reddy and Roy conclude: "If we do not collectively rise to that challenge, no NSAID can relieve the pain of that failure."

NEW YORK (AP) ? Sprint Nextel Corp., the country's third largest wireless carrier, on Thursday said it lost $1.3 billion in its fourth quarter, about the same as a year ago, as it revamped its network for a comeback versus bigger competitors.

The company's focus, and that of its investors, is on its long-term turnaround efforts rather than on short-term results. Sprint is selling 70 percent of itself to Japanese carrier Softbank Corp. for $20 billion. That deal is expected to close this summer, and provide long-ailing Sprint with a much-needed infusion of capital.

With Softbank's backing, Sprint has struck a deal to buy out the other shareholders of Clearwire Corp., which operates a wireless data network. That should give Sprint more space on the airwaves and allow it to offer high broadband speeds.

The Overland Park, Kan., company lost 44 cents per share in the October to December period versus 43 cents per share in the previous year.

The loss was slightly smaller than analysts had predicted. The average Wall Street forecast as polled by FactSet was 46 cents per share.

Revenue was $9 billion, up 3.2 percent from $8.7 billion a year ago as customers converted from regular phones to higher-paying smartphones. It was slightly above analyst expectations at $8.9 billion.

Sprint activated 2.2 million iPhones in the quarter, a record for the company, reached with the help of the new iPhone 5. The figure is far below those posted by bigger competitors AT&T and Verizon Wireless, but helps Sprint keep subscribers. It still lost a net 243,000 customers on contract-based plans in the quarter, as subscribers kept streaming off the Nextel network, which Sprint is shutting down.

Network chief Steve Elfman said the upgrade of the company's cell towers is on schedule despite the ravages of Superstorm Sandy. The company has lit up "LTE" antennas, which provide higher data speeds, in 58 cities and plans to light up another 170 in coming months. Verizon Wireless and AT&T got started on LTE earlier and have bigger networks up and running.

Sprint shares slipped 7 cents to $5.70 in afternoon trading. The previously volatile shares have been trading in a relatively narrow band between $5.40 and $6 since the Softbank deal was announced in October. The price reflects what Softbank is set to pay.

Today's photo was taken on February 26, 1965, showing Betty Shabazz, wife of legendary activist Malcolm X, leaving his funeral in Hartsdale, New York. It is reported that an estimated 1,500 people attended the Civil Rights advocate's funeral in Harlem, where he was described as a "shining black prince."

At the time of her husband's assassination, Shabazz was pregnant with twins and covered her daughters on the floor in an effort to shield them from the bullets. She went on to raise her six daughters alone, and died on June 23, 1997, after suffering severe burns when her grandson set her Yonkers home on fire.

Cooking with a Serial Killer, written by Dorothea Puente, convicted in 1993 of poisoning three residents at her Sacramento boarding house, burying them in her backyard, and cashing their social security checks. Her cookbook includes recipes for chipotle ketchup, Mexican chicken-gizzard soup, veggie burgers, and tamales prison-style. And guess what, the recipes aren?t hers either.

Dorothea Helen Puente (January 9, 1929 ? March 27, 2011) was a convicted American murderer. In the 1980s, Puente ran a boarding house in Sacramento, California, and cashed the Social Security checks of her elderly and mentally disabled boarders. Those who complained were killed and buried in her yard

In 1998, she began corresponding with Shane Bugbee, who conducted an extensive interview with her over the course of several years. She began sending him various recipes, and, in 2004, Cooking with a Serial Killer was released. It included a lengthy interview, almost 50 recipes, and various pieces of prison art sent to Bugbee by the convicted murderess.
