Corporations as ?People? vs Corporations as ?Persons? ? The ...

There are two ways to think about corporations. One is as a mechanism for letting a bunch of individual people interact. Seen this way, General Motors is just a mechanism for letting employees, customers, shareholders, suppliers, and managers interact in mutually-beneficial ways. The other way is to think of the corporation as an entity in its own right. Seen this way, GM is an entity that owns property, hires employees, is a party to contracts, and has obligations (e.g., via warrantees) to millions of customers. The people involved come and go, but the 103-year-old institution remains. These two views aren?t incompatible. Each illuminates one important characteristic while obscuring another. We need to be able to see corporations both ways, depending on the circumstance.

But it is important not to confuse the two. One is about people. The other is about legal personhood.

Here?s an important case of that confusion. As was widely reported at the time, US presidential hopeful Mitt Romney said, in a speaking engagement, that ?corporations are people.? (You can see it for yourself on YouTube: Mitt Romney- Corporations Are People!) This happened over six weeks ago, but it is still causing confusion, and muddying the waters of the debate over the role of corporations in modern society.

What did Romney mean by what he said? I think the point Romney was clearly making is very different from the one he is often thought to have been making. In fact, he was making the exact opposite point. In clarifying what he meant, Romney said, in reference to corporate profits:

?Everything corporations earn ultimately goes to people. Where do you think it goes??

In other words, he?s pointing to the first of the two viewpoints mentioned above, the one according to which what really matters is the people, the individual stakeholders, behind the corporation. And yet I keep seeing Romney?s ?Corporations are people? claim bandied about sarcastically as if it?s yet another example of the much-hated (and much-understood) notion that corporations are legal persons.

If you don?t like Romney, fine. And if you don?t agree with the point he was making ? that corporate profits end up in the pockets of human beings ? that?s fine too. But please don?t confuse his point with the exact opposite point, namely the fact that corporations are (and need to be) legally regarded as persons.

Netflix signs pay TV deal for Dreamworks animation (Reuters)

(Reuters) ? Online video rental company Netflix Inc said it won pay TV rights to Dreamworks Animation movies starting in 2013, the first time a major Hollywood studio has chosen an Internet streaming player over a traditional cable channel.

News of the deal drove Netflix's stock up nearly 7 percent to a high of $137.88 in early trade on Nasdaq on Monday.

Netflix did not disclose the financial terms of the deal.

However, Dreamworks CEO Jeffrey Katzenberg told The New York Times that the deal, worth $30 million per picture to Dreamworks over a number of years, was "game-changing" and represented a bet that viewers would soon no longer make distinctions between content streamed on the Internet or through cable.

The Netflix deal means Dreamworks -- the studio behind family friendly fare from "Shrek" to "Kung Fu Panda" -- is eschewing premium pay-TV operator HBO in favor of online streaming, the Times reported. HBO is a unit of Time Warner Inc.

"We are really starting to see a long-term road map of where the industry is headed," Katzenberg was cited as saying to the newspaper in an interview.

The content agreement comes days after Netflix, which has seen its share price decline sharply after a series of missteps, sealed an agreement to broadcast TV shows from Discovery Communications Inc.

Netflix needs to add more content to its streaming service to keep drawing in new customers and fend off competition from the likes of Amazon.com, Google Inc and Apple Inc.

Shares of the one-time Wall Street darling have fallen 50 percent in two months. Netflix CEO Reed Hastings has apologized for failing to explain moves adequately, from a surprise price hike in July to a separation of its DVD-mail from streaming services, and the company is trying to win customers back.

But adding customers is suddenly proving difficult, with Netflix on the receiving end of heated complaints from customers still upset over the price hike announced in July.

It cut its subscriber forecast by 1 million, saying it now expected to have 24 million subscribers at the end of the third quarter. The last time Netflix reported a subscriber decline was the second quarter of 2007, when Blockbuster was aggressively pushing a DVD rental package called Total Access.

According to the Times, Netflix was quick to pump up the Dreamworks deal.

"This is one of the few family entertainment brands that matter," Chief Content Officer Ted Sarandos was quoted as saying. "It's also a signal to people that we are in no way moving away from movies. Our programing is just reflecting more and more what people want."

More Americans skipping medical care to save money ? Health ...

NEW YORK ? More Americans ignored their doctor?s advice and skipped prescription drugs or medical procedures to save money in 2011 than a year earlier, a Consumer Reports survey shows.

Almost half of the 1,226 consumers taking at least one medication said they didn?t fill prescriptions, took less medicine than a prescribed dose or failed to undergo a medical test advised by their physician, according to the survey released Tuesday. That?s 9 percentage points higher than the 39 percent reported in 2010 by the annual survey.

Even with the recession ending more than two years ago, one in six American households and one in four with incomes less than $50,000 told Yonkers, N.Y.-based Consumer Reports that they felt stress over how much they must spend on medical care. The pressure is prompting consumers to pursue potentially dangerous strategies for coping, said John Santa, director of Consumer Reports? Health Ratings Center.

?The rising percentage of people putting off health care makes us wonder if we are really done with the recession,? Santa, a physician, said in a telephone interview. ?This is one of the most sensitive barometers of how people are coping with the financial pressures.?

Doctors need to ask patients whether they are having trouble paying for drugs or medical care, and patients ? if doctors fail to ask ? should tell them when they are financially stressed, Santa said. Only 5 percent of the survey said they found out about the cost of a drug at the doctor?s office; 64 percent were told by their pharmacists.

?In some cases, doctors don?t have these conversations with their patients because they just don?t know how much a drug or procedure costs,? Santa said.

The survey found the use of generic drugs increased to 75 percent of the prescriptions filled compared with 73 percent in 2010. Even so, 39 percent of respondents didn?t know that generics must meet the same federal standards on safety and efficacy and contain the same active ingredient as their brand-name counterpart. Forty-one percent said their doctors only sometimes or never recommended a generic.

Patients said their choice of medication was influenced by advertising. Eighteen percent of those surveyed said they asked their doctor to prescribe a drug they saw advertised and 70 percent of those who asked said their doctors wrote the prescription.

?If patients are given a choice they are more likely to fill the prescriptions for pain relievers or drugs that treat specific symptoms they are experiencing,? Santa said. ?Unfortunately, they don?t always fill the prescriptions for drugs that treat conditions like diabetes or high blood pressure which may not be causing them trouble now but will if they don?t take the medication.?

The national telephone survey of those older than age 18 was conducted June 2 through June 6 and has a margin of error of plus or minus 2.9 percentage points. The survey began in 2008.

I?ve seen good, profitable businesses blow themselves up because of cash flow problems, and entrepreneurs lose ownership and control of their companies before they had a chance to succeed. A lot of this grief could have been prevented had the owners opened their minds and taken the time to seriously look at all the financing options that are available to them.

Often, what these businesses really need is simply a boost in or access to more working capital. ?There is a big difference between increasing working capital and bringing on an equity partner,? says Davis Vaitkunas, an Investment Banker and President of Bond Capital in Vancouver, BC. ?

?While owners suffering from cash flow problems may think their only solution is a large injection of cash from an equity investor, that could very well be the worst possible thing to do,? says Vaitkunas. ?In fact, the math will demonstrate that the owner who funds 100 percent of his or her working capital with equity earns a lower return on owner?s equity.?

Working Capital vs. Equity Financing

At this point it might be helpful to clarify some terms. For starters, ?working capital? is the money used to pay your business bills until the cash from sales (or accounts receivable) has actually been received. It?s usually not a good idea to look for equity when a business is new, struggling to earn a profit or suffering from a setback. Unfortunately this is exactly the time when many business owners start thinking they need to ?find an investor.? This process can take a lot of time and consume a lot of energy, which are taken away from the business, and this can have an aggravating and compounding effect on the existing problems.

As a rule of thumb, equity partners should only be sought once a company has a proven track record of sales and profitability and there is an identifiable and specific need for the money. Then, it is important to show how an injection of capital will create even greater profits and higher sales. A business that has a proven level of profitability, some historical sales growth and even more future sales growth potential is a much more attractive investment to potential equity partners.

Financing Working Capital

Working capital shortages are a short-term problem that can be financed with senior debt or mezzanine debt. In the alternative, short-term financing is also available from factoring or A/R financing providers who look to certain accounts receivable and inventory assets as collateral. The bottom line: There are many alternative options available to businesses in need of a cash infusion other than taking on a partner or shareholder. It is important for every business owner to know and understand all of the options before making such an important decision. Competitors circle around as Netflix stumbles (Reuters)

LOS ANGELES (Reuters) ? Missteps by Netflix Inc have opened the door to competitors seeking to grab disgruntled customers who are looking for new options for video rentals and instant online streaming.

Blockbuster, the once-dominant video store chain that Netflix pushed into bankruptcy, wants to reclaim its crown. Now a unit of Dish Network Corp, Blockbuster is expected to announce its jump into the streaming market on Friday.

That would better position Blockbuster to compete with Netflix, which is now facing a subscriber backlash over a price increase for DVD subscribers and pressure from Hollywood studios to pay more for content.

Shares of the one-time Wall Street darling have plummeted 50 percent in two months. Netflix CEO Reed Hastings has apologized for failing to adequately explain his moves, and the company is trying to win customers back.

"It's the right time for Blockbuster," said Brean Murray analyst Todd Mitchell, who has a "buy" rating on Dish shares. "They are attached to Dish Network and they have distribution."

Blockbuster is gunning for unhappy Netflix customers with a free-trial offer. The company also advertises that it gets many new movie releases 28 days earlier than Netflix or Coinstar Inc's Redbox kiosks, another competitor that could benefit from Netflix's missteps.

Netflix sparked anger with a price increase as high as 60 percent, or $6 a month, for some DVD subscribers and by putting the DVD and streaming services on separate websites.

Last week, Netflix cut its subscriber forecast by 1 million, saying it now expects to have 24 million subscribers at the end of the third quarter. The last time Netflix reported a subscriber decline was the second quarter of 2007 when Blockbuster was aggressively pushing a DVD rental package called Total Access.

Redbox looks likely to gain customers from the outrage over the Netflix price increase, which took effect earlier this month, industry analysts said. The $1-per-DVD Redbox price may appeal to customers searching for a cheaper option without a fixed monthly cost, said Merriman Capital analyst Eric Wold, who has a "neutral" rating on Netflix and a "buy" on Coinstar.

While Netflix sees its future in streaming, "low-cost physical (disc) rentals continue to be popular," said Matthew Lieberman, who studies consumer attitudes toward video content for the entertainment, media and communications practice at accounting and consulting firm PwC.

A PwC study forecasts that kiosk rentals will grow for two years and then flatten due to rising popularity of video on demand.

800-POUND GORILLA

Netflix remains the industry heavyweight and has defended its strategy. Chief Financial Officer David Wells told investors on Wednesday the company remained well-positioned to take advantage of growth opportunities in the United States and abroad.

On Thursday, the company unveiled a feature that lets subscribers in Canada and Latin America share what they watch on Netflix with friends on Facebook. The feature will not be available in the United States because of a 1980s law the company said created confusion about what information can be legally shared about watching videos.

Off stage are other media and technology heavyweights that could make a big push into streaming, and the "for sale" sign hanging on popular online video service Hulu.

Recent Netflix challenges, including higher content costs, "has waken up the idea of competition. A lot of people could do it," said Hudson Square Research analyst Daniel Ernst, who has a "sell" rating on Netflix.

Amazon.com Inc has started beefing up its streaming video offerings and is among possible suitors for Hulu, alongside Google Inc, DirecTV Group and Dish. New bids are due this week, although sources familiar with the process said the auction could be derailed completely.

Hulu is owned by News Corp, Walt Disney Co, Comcast Corp's NBC Universal and private equity firm Providence Equity Partners.

Apple Inc, which sells video through iTunes, also could be a strong competitor if it made a big push into the streaming rental market, Morningstar analyst Michael Corty said.

"When you talk competition ... we are in the early stages of that game," Corty added.

The federal government still probably won't shut down when the fiscal year ends next week, but suddenly it looks like it will be a close call. This is the result of what is widely and fairly being described as yet another embarrassing rebuke of House Speaker John Boehner by his own Republican members on Wednesday night.

Boehner tried to muscle through a measure that would have funded government operations through November (a short-term extension is needed because Congress has yet to pass most of the individual appropriation bills for the fiscal year). But even though he and his lieutenants apparently did their best Tom DeLay impressions, trying to win over reluctant members by threatening their committee assignments, 48 Republicans still defied their leadership, sending the package to a 230-195 defeat.

There are two particularly notable aspects of the vote. One is how little it took to trigger the GOP?rebellion. We're talking about a two-month plan here, one that would reduce spending by 1.4 percent over the current fiscal year, to the level established by this summer's debt ceiling agreement. On top of that, Boehner also bowed to conservatives' demands that any new funding for disaster relief -- a necessity now, in the wake of Hurricane Irene -- be offset with cuts, slashing $1.5 billion from a program that encourages the production of energy-efficient cars. And all of this comes as the congressional supercommittee prepares to assemble a massive long-term deficit reduction program, supposedly a top GOP?priority.

So in theory, this two-month patch job shouldn't have been a tough sell to Republican House members. And yet, dozens of them refused to go along, on the grounds that it still doesn't cut enough. This reflects the Tea Party mind-set that has gripped the Obama-era Republican Party. The GOP's House ranks are filled with members who themselves are true believers, or who fear what might happen to them in their next primary election if they don't act like true believers. Over and over, it creates situations like this, where the traditional tools that Boehner, as the party's leader, would use to enforce discipline just don't work.

It's also notable that Democrats didn't bail out Boehner. This was probably his idea in bringing the plan to the floor without a unified conference -- that enough Democrats would swallow hard on the disaster relief offsets and vote yes anyway to make up for any Republican defections. This has happened on previous votes, but Democrats seem to be wising up, and virtually all of them voted no on Wednesday night. The cuts to the car program clearly had something to do with it, but maybe they also see value in making Boehner sweat -- and in highlighting how ideologically extreme the GOP House actually is.

After all, votes like Wednesday night's probably have a lot to do with the Republican Party's serious image problem. Not long ago, a poll found that just 33 percent of Americans view the GOP?favorably -- the lowest score in recorded history for either major party. That number is all the more jarring when you consider the massive midterm landslide Republicans enjoyed last fall; in less than a year of running the House, they've succeeded in alienating the vast majority of voters.

Tea Party fanaticism is at the heart of this. Given the mood of the party's base and the number of true believers (and true believer-fearers) in his conference, Boehner has very little room to maneuver on every important vote. In theory, he has the option of running and cutting a deal with Barack Obama and the Democrats, but doing so could get him branded a traitor and lead to a mutiny. That's what he discovered this summer, when he seemed genuinely receptive to the deficit reduction "grand bargain" that Obama was proposing, only to run away from the talks at the last minute when it became clear that even the modest concessions Obama was demanding would be too much for the GOP?base. This dynamic creates what for the average voter probably seem like unnerving spectacles -- a near-government shutdown back in the spring, the debt default saga this summer, more talk of a shutdown now.

When it comes to surviving as speaker, Boehner actually has done a good job. But you wonder: Is the status that comes with the title worth it for how little real power he has -- and how often he faces embarrassments like Wednesday night's? It sometimes seems like he's the congressional equivalent of a substitute teacher.

And then there's the bigger question of what effect this is having on the entire GOP. Appeasing the base this year has come with a price, but the silver lining for Boehner and other GOP leaders is that their party's image problem hasn't yet helped Obama, whose own poll numbers remain in perilous territory. But is there a point at which the GOP's antics become too much even for swing voters who really are fed up with Obama and otherwise ready to vote him out? If the party's favorable rating is still 33 percent -- or worse -- next year, will it rub off on the GOP?presidential nominee?

Granted, this new shutdown crisis will probably be resolved soon. Democrats have made their point, and if Boehner removes the disaster relief offsets, he'll probably have the extra votes he needs to pass it. But working with Democrats this time will only give him less leeway to do it again in the future. And since this is only a two-month plan, we could just end up back in the same situation at the end of November. Plus, Wednesday's vote is clear proof that House Republicans aren't settling down and learning to be more flexible. They're as unyielding as ever, which means we'll probably have eruptions like this throughout the 2012 campaign.

FBI Continues Crackdown on Cybercrime With Two Arrests (Mashable)

The FBI arrested two suspected members of hacker groups LulzSec and Anonymous Thursday. Cody Kretsinger, a 23-year-old suspected member of hacking group LulzSec, was arrested in Phoenix for his alleged role in the cyberattacks on Sony Pictures Entertainment this June. Hackers stole information from 37,000 of the company's user accounts and posted it on LulzSec's website.

Anonymous and LulzSec have claimed participation in pretty much every high-profile hacking incident in recent memory, including those on Sony's Playstation Network, the U.S. Senate and Fox News.

?We want to send a message that chaos on the Internet is unacceptable, [even if] hackers can be believed to have social causes, it?s entirely unacceptable to break into websites and commit unlawful acts,? FBI Deptuy Assistant Director Steve Chabinsky told NPR at the time.

Politics Loom Larger When Dating Turns Into A Relationship A new research study reviews how, or if, political penchants influence dating and relationship development.

Brown University political scientist Dr. Rose McDermott discovered political posturing is conspicuously absent on Internet dating sites. In fact, political views are mentioned less often than card playing or being overweight.

Yet paradoxically, political interests appear to be a crucial factor in pursuing long-term relationships.

The study is published in Evolution and Human Behavior.

?Because we know that long-term mates are more politically similar than random attachment might predict, we were interested to see how people seeking a mate end up with people who share their political values,? said McDermott.

?This is particularly important because political ideology appears to be in part heritable, and so mates pass their ideology on to their children.?

For the study, ?Do Bedroom Eyes Wear Political Glasses?,? researchers randomly evaluated 2,944 profiles from a popular Internet dating site and examined whether people indicated an interest in politics or selected a specific political view.

They found that only 14 percent of online daters included ?political interests? in their profile, which ranked 23rd out of 27 interest categories ? just below ?video games? and above ?business networking? and ?book club.?

Other findings:

? Few individuals were willing to express a definitive political preference. Of those that listed politics as an interest, the majority ? 57 percent ? reported that their politics were ?middle of the road.?

? Women were 8 percent less likely to report being interested in politics.

? A higher income, education, and degree of civil engagement (i.e., volunteerism) increased the likelihood of listing politics as an interest.

? Older daters and those with higher education levels were more willing to express a definitive political preference, such as ?very liberal? or ?ultra conservative.?

The findings were curious because previous studies have shown that spouses share political views more than almost any other trait, with religious affiliation being the exception.

As a result, the researchers reviewed the process between mate selection and actual mating ? that is, what are the factors that lead to long-term partnerships between politically similar people?

They point to two possible explanations.

The first explanation is that humans desire compatibility in their long-term relationships. This commonality supports an evolutionary view that a harmonious bond will increase the likelihood of being able to raise offspring successfully.

A similar view is that individuals are not picky about politics at the outset of the relationship, but when things get serious, they are more apt to pursue long-term commitments with individuals who share political attitudes.

Another perspective is that people could be making long-term choices based on nonpolitical characteristics that correlate with political leanings, such as religion, thus unintentionally sorting on politics.

?At some point in the dating process we somehow filter out people who do not share our political preferences,? said co-author Casey A. Klofstad of the University of Miami.

?Our best guess is that in the short-run most people want to cast as wide a net as possible when dating. However, in the long run shared political preferences become a critical foundation of lasting relationships, despite the fact that many Americans are not even interested in politics.?

Term or Permanent? Which Life Insurance is Right for You?

If you are young, chances are that the subject of life insurance has probably never even crossed your mind. Nevertheless, dying is as much a part of life as having kids or working for a living, and as people become older, having a life insurance policy makes more and more sense.

Switching to a permanent policy makes sense if you have reached the age of 65 and not yet acquired sufficient assets to self insure, otherwise, most people stick to term life insurance.

Also known as ?cash value? insurance, these policies command much higher premiums than term insurance. This is because the additional premium amount accrues as savings and interest over the life of the policy.

Ex-Afghan leader's assassin waited days to see him (AP)

KABUL, Afghanistan ? An aide says the suicide bomber who killed former Afghan President Burhanuddin Rabbani as he was trying to broker peace with the Taliban had waited in Kabul for days, insisting on meeting face-to-face with the ex-president.

Mohammad Ismail Qasemyar, the international relations adviser for Rabbani's peace council, said on Wednesday that the bomber had approached several council officials, telling them that he was an important figure in the Taliban insurgency and would only speak directly with Rabbani.

Qasemyar says the bomber stayed at a house used for council guests, waiting for Rabbani to return from a trip to Iran.

When the two finally met, Qasemyar says the bomber bowed his head near Rabbani's chest and detonated explosives hidden in his turban.

KABUL, Afghanistan (AP) ? The assassination of former Afghan President Burhanuddin Rabbani in Kabul is dashing hopes for peace and raises fears of deteriorating security in Afghanistan just as foreign troops are starting to pull out.

Dozens of people gathered Wednesday at the Kabul home of Rabbani to pay their respects. The former president headed the government's peace council seeking reconciliation with insurgents to end the war.

He was killed Tuesday night by a suicide bomber posing as a Taliban peace envoy. NATO says another attacker also was involved.

No one has claimed responsibility for the killing, but many among the mourners blame the Haqqani network, a militant group based in Pakistan and affiliated with the Taliban and al-Qaida.

Pakistani officials have condemned the killing.

Clashes escalate in Yemen after crackdown (Reuters)

SANAA (Reuters) ? Soldiers opposed to President Ali Abdullah Saleh exchanged heavy fire with government troops in the center of Sanaa on Monday, as violence spiraled during the deadliest crackdown on pro-democracy demonstrations since they began eight months ago.

Yemeni security forces, including snipers, killed 28 people in Yemen's capital on Monday, raising the death toll to 54 over two days.

"Help me, oh my God look at this slaughter!" said a man carrying the bloodied body of his small child, killed by gunfire. "We were just in the car...I stepped out to get some food and left my two boys in the car. I heard the older one scream. My little one was shot straight through the head."

Witnesses said government forces were trading heavy rifle and missile fire with troops loyal to General Ali Mohsen, who defected to the protesters some months ago.

An escalation from clashes around protests into outright military confrontation in Sanaa has been a major concern for many in Yemen, who fear this will make it even harder to reach a political settlement under which Saleh would hand over power.

"This is only going to get worse," one man shouted as he fled a new protest camp, staked out by protesters on Sunday night and attacked by snipers on Monday. Troops loyal to Mohsen jumped in trucks and sped toward the heavy cracks of gunfire.

"We will come back to protest later. I am afraid, but this is worth dying for," the man said. He was among hundreds rushing back to the relative safety of protesters' original sit-in area, dubbed Change Square, where they have camped out for 8 months to demand an end to Saleh's 33-year rule.

Diplomats and Yemeni politicians scrambled on Monday to speed up a long-stalled transition plan under which Saleh, who is recovering in neighboring Saudi Arabia from a June assassination attempt, would hand over power

A source in Yemen's political opposition said they were meeting with government officials and diplomats to try and push through a deal. U.N. mediator Jamal bin Omar and Gulf Cooperation Council Secretary General Abdbullatif al-Zayani arrived in Sanaa on Monday and were expected to join the talks.

Zayani was expected to push for a signing of a Gulf-brokered transition plan which Saleh thrice backed out of at the last minute. "There's a possibility of trying to push through the Gulf plan for signing this week," he said.

Saleh met with Saudi Arabia's Kind Abdullah on Monday, the Saudi state news agency reported. It said only that the Yemeni president had expressed his thanks for the king's hospitality.

SOME KILLED BY ROCKET-PROPELLED GRENADES

Medics said 187 protesters were wounded on Monday after a dramatic escalation in violence which began with a huge anti-government march on Sunday. At least 400 protesters and police have died since the revolt began eight months ago.

Protesters had been planning to ratchet up demonstrations this week. They said they expected a spike in bloodshed as they pushed their marches into areas surrounded by government troops in a bid to re-energize a languishing protest movement.

"We have known that this regime would kill its citizens," said Manea al-Mattari, from the Organization Council for the Youth Revolution. "But we know we have to do this, let our blood spill so the world notices how much Yemenis want their freedom."

Government forces closed down the southern entrance to Sanaa in the evening, a witness said, a move likely aimed at stopping armed tribesmen who back the opposition from entering the city.

The violence on Monday began when government troops fired at an area seized by protesters on Sunday night to force them back to Change Square. A Reuters reporter saw snipers shooting from rooftops into the throng of demonstrators. Some of the deaths appeared to have been caused by rocket-propelled grenades.

Injured people were whisked on motorcycles to a mosque transformed into a makeshift hospital, where ambulances were arriving with shattered windows and pockmarked with bullet holes. Copies of the Koran were laid on the chests of the dead.

In an earlier crackdown in mid-March, 52 people were killed.

As shelling and gunfire continued in Sanaa, pro-opposition tribesmen said clashes had also surged in Arhab, a tribal area north of the capital, after they attacked a military base there.

Further south, militants suspected of links to al Qaeda clashed with the army in the Abyan provincial capital of Zinjibar, just over a week after Yemen declared its troops had "liberated" the city from Islamist fighters.

Six militants were killed and three soldiers wounded in the fighting in the east of Zinjibar, a security official and residents said on Monday.

Saadaldeen Talib, a former Yemeni opposition parliamentarian, said he was concerned "complete disintegration and chaos might come very soon."

"There is no new initiative to cool things off and the other political players doubt that Saleh will abide by any terms that are set," he said.

Manea al-Mattari, of the youth council, said many protesters would continue to escalate protests even if a Gulf deal was signed: "We don't accept this deal, we'll keep escalating. The opposition can accept this anyways after what's happened."

PROTESTER KILLINGS TO BE PROBED

In Geneva on Monday, Yemeni Foreign Minister Abubakr Abdullah Al-Qirbi said Sunday's bloodshed would be investigated and perpetrators would be prosecuted.

In a speech to the U.N. Human Rights Council, he said: "The government of Yemen expresses its sorrow and condemnation for all acts of violence and bloodshed as those that happened yesterday in Sanaa. The government will investigate and hold accountable all those in charge of these acts."

Sanaa for months has been split between Mohsen's breakaway troops and Saleh loyalist forces in a maze of checkpoints, roadblocks and armored vehicles.

Protesters on Monday managed to extend the territory of their camp by around one kilometer after hundreds slept there overnight. Mohsen's troops entered the area and were fortifying it with sandbags.

The new staked-out area brought protesters and troops backing them within 500 meters (1,650 feet) of the office of Ahmed Ali Saleh, the president's son and head of the Republican Guard units loyal to the government.

"I will go back out once the doctors check the wound," said Dhuyazen al-Shiah, 23, whose eye was bandaged after bullet fragments hit his face in Sunday's clashes.

"I do this because I was tired of living with no dignity. I worked as a smuggler through Saudi Arabia because I couldn't find a job here. I am committed to this now. I'll keep going and either succeed or I'll die."
